এসব অনিয়মের গত ২৯ সেপ্টেম্বর তাঁর বিরুদ্ধে অধিদপ্তর থেকে কারণ দর্শানোর নোটিশ দেওয়া হলেও কার্যক্রমের কোন অগ্রগতি হয়নি।
মহিলাবিষয়ক অধিদপ্তরের পরিচালক (যুগ্ম সচিব) মো. আতাউর রহমান স্বাক্ষরিত এ নোটিশে জানাগেছে, অধিদপ্তর কর্তৃক বাস্তবায়নাধীন কর্মজীবী ল্যাকটেটিং মাদার সহায়তা তহবিল কর্মসূচির আওতায় ২০১৮-২০১৯ অর্থ বছরে বেতাগী উপজেলায় ৪২৫ জন উপকারভোগী ভাতা বরাদ্দ ছিল।
কিন্তু ডাটা এন্টি না হওয়ায় ২২৮ জন উপকারভোগী এ মাতৃত্বভাতা থেকে বঞ্চিত হয়েছেন। এতে সরকারের অগ্রাধিকারমূলক ( সামাজিক নিরাপত্তা বেষ্টনী কর্মসূচি) বাস্তবায়ন ব্যাহত হয়েছে।
এ দিকে সরকারি নীতিমালা লঙ্ঘন করে বিভিন্ন ট্রেডে নারীদের ভর্তি ও প্রশিক্ষণ শেষে প্রশিক্ষণাথীদের কাছ থেকে প্রাপ্ত ভাতা ঘুষ গ্রহণের বিস্তার অভিযোগ রয়েছে।
অফিস সূত্রে জানা গেছে, মহিলা বিষয়ক কর্মকর্তার অফিসে বিভিন্ন ট্রেডে ৩ মাস মেয়াদী কারিগরি প্রশিক্ষনের জন্য দর্জি বিজ্ঞান ট্রেডে ৩০ জন, ব্লক বাটিক ট্রেডে ২৫ জন এবং পার্লার ট্রেডে ২৫ জনসহ প্রতি ব্যাচে ৯০ জনকে প্রশিক্ষণ দেওয়া হয়। গ্রামীন নারী জনগোষ্ঠীকে আত্মনির্ভরশীল করার লক্ষ্যে এ প্রশিক্ষণ কর্মসূচি পরিচালনা করা হয়।
একটি ট্রেডের প্রশিক্ষণ শেষ হওয়ার সাথে সাথেই ওই প্রশিক্ষণার্থীকে অন্য একটি ট্রেডে আবার প্রশিক্ষণ করানোর অভিযোগ রয়েছে। দপ্তরের নীতিমালা অনুযায়ী সদ্য সমাপ্ত করা প্রশিক্ষনার্থীকে একই ট্রেড বা অন্য ট্রেডে ভর্তি করা নিয়ম নেই।
সরকারি নীতিমালা লঙ্ঘন করে পার্লার ট্রেডে থাকা আসমা বেগমকে দর্জি বিজ্ঞানে, ব্লক বাটিক থেকে সাথী আক্তার ও মাকসুদা বেগমকে পার্লারে ভর্তি করা হয়েছে। তবে আসমা বেগম বলেন,‘ নিয়মের আলোকেই আমাকে প্রশিক্ষনের জন্য ভর্তি করানো হয়েছে।’ ওই একই কথা সাথী ও মাকসুদা বলেন,‘ প্রশিক্ষনের নিয়ম মোতাবেক ভর্তি করানো হয়েছে।
তিন মাস প্রশিক্ষণ শেষে প্রশিক্ষনার্থীদের ৬ হাজার টাকা ভাতা প্রদান করা হয়। ভাতা প্রদানের মাস্টার রোলে স্বাক্ষর না নিয়ে শুধু ১০ টাকা মূল্যের রেভিনিউ এর উপর স্বাক্ষর রেখে টাকা প্রদান করা হয়।
নাম প্রকাশে অনিচ্ছুক একাধিক প্রশিক্ষণার্থী অভিযোগ করেন, কোন প্রশিক্ষনার্থীকেই পুরো টাকা দেয়া হয়নি। প্রশিক্ষণে অংশগ্রহনকারী প্রত্যেকের কাছ থেকে উপজেলা মহিলা বিষয়ক কর্মকর্তা শাহীনুর বেগম ২০০ থেকে ৫০০ টাকা পর্যন্ত কর্তন করা হয়েছে। ’ নাম না প্রকাশের শর্তে প্রশিক্ষণে অংশগ্রহনকারী একজন বলেন, প্রশিক্ষণে ভর্তি হয়ে নিয়মিত কাজ শিখতে আসে না। শুধু ভাতা নেওয়ার সময়ে এসে কর্মকর্তার সাথে টাকা ভাগাভাগি করে হাজিরা নিশ্চিত করে প্রশিক্ষণে বরাদ্দকৃত পুরো টাকাই নিয়ে যায়।
