নিজেস্ব প্রতিবেদক : রাজশাহীর পুঠিয়ার শিলমাড়িয়া ইউনিয়নের বিল দখল করে মাছ চাষ করায় শত শত পরিবার পানি বানি বন্দি হয়ে পড়েছে। কার্তিকপাড়া উত্তর বিল ও কাশিয়াপুকুর পশ্চিম বিলে মাছ চাষের জন্য লোহার নেট ও সুতি জাল দিয়ে পানি প্রবাহের প্রতিবন্দকতা করায় পানি বন্দি হয়ে পড়ার অভিযোগ এলাকাবাসীর।
গত দুই সপ্তাহ ধরে এসব এলাকার মানুষেরা পানি বন্দি অবস্থায় মানবেতর জীবযাপন করছে। অনেকে ঘরবাড়ি ছেড়ে আত্নীয়-স্বজনের বাড়িতে আশ্রয় নিয়েছেন। বন্যার পানিতে অনেক কাঁচা ঘরবাড়ি ভেঙ্গে পড়েছে। পানিতে ডুবে গেছে মাঠের ফসলাদি।
সরজমিনে ঘুরে দেখাগেছে, উপজেলার শিলমাড়িয়া ইউনিয়নের কাশিয়াপুকুর, কাজুপাড়া, কার্তিকপাড়া, খলিশাকুড়ি, তেবাড়িয়া, বড়বড়িয়া, মঙ্গলপাড়াসহ ১০ থেকে ১২টি গ্রামের শত শত ঘরবাড়িতে ঢুকে পড়েছে বন্যার পানি।
এলাকাবাসীর অভিযোগ, কার্তিকপাড়া উত্তর বিল ও কাশিয়াপুকুর পশ্চিম বিল অবৈধ ভাবে দখল করে মাছ চাষ করেছে এলাকার প্রভাবশালীরা। বিলের পানি নিস্কাশনের কালর্ভাটটির মুখে লোহার নেট ও সুতি জাল দিয়ে বন্ধ করা হয়েছে। এ কারণে বর্ষা মৌসুমে দুর্ভোগ পোহাতে হচ্ছে ওই এলাকার বাসিন্দাদের। অবৈধ বিল দখলদারেরা প্রভাবশালী হওয়ায় এলাকাবাসী তাদের বিরুদ্ধে প্রতিবাদ করার সাহস পাচ্ছে না। তাদের এসব অবৈধ কার্মকান্ডে বিরুদ্ধে প্রতিবাদ করলে নেমে আসে বিভিন্ন ধরনের হয়রানি ও নির্যাতন।
এছাড়াও ভাগলপুর সুইজ গেট, সড়গাছি উত্তরপাড়া, কাশিয়াপুকুর ব্রিজের নিচে সুতি জাল দিয়ে পানি বন্দি করে মাছ চাষ করা হচ্ছে। এতে করে পানি বিল দিয়ে না নামার করণে ডুবে গেছে এলাকার শত শত ঘরবাড়ি। পানি বন্দি হয়ে পড়েছে এসব এলাকার মানুষেরা। পানি বন্দি মানুষেরা বিশুদ্ধ পানি, রান্নাবান্না ছাড়াও নানা কষ্টে দিন নিপাত করছে। এ পর্যন্ত সরকারী ও বেসরকারী কোন ধরনে সাহায্য সহযোগিতা পানি বন্দি মানুষেরা পায়নি। এলাকাবাসী উপজেলা প্রশাসনের কাছে এ অবৈধ দখল মুক্ত করে তাদের দুর্দশা লাঘবে দ্রুত পদক্ষেপের দাবি জানিয়েছেন। জানতে চাইলে বড়বড়িয়া উচ্চ বিদ্যালয়ের প্রধান শিক্ষক কানাই চন্দ্র সরকার বলেন, বিলে মাছ চাষের জন্য এলাকার মানুষের ঘরবাড়ি পানিতে তলিয়ে গেছে। গত দুই বছর থেকে এ অবস্থায় পড়তে হচ্ছে তাদের। পানি বন্দি মানুষেরা নানা ধরনের কষ্টে দিন পার করছে। বিলের পানিতে মাছ চাষের জন্য যে প্রতিবন্দকতা তৈরি করা হয়েছে তা সরিয়ে ফেললে পানি দ্রুত নেমে যাবে বলে তিনি মনে করেন।
এ বিষয়ে ভারপ্রাপ্ত উপজেলা নির্বাহী অফিসার ও সহকারী কমিশনার (ভূমি) রুমানা আফরোজ বলেন, একটা গণবিজ্ঞপ্তি জারি করা হবে, যারা আইন পরিপন্থী কাজ করবে তাদের বিরুদ্ধে আইনানুগ ব্যাবস্থা গ্রহন করা হবে। এছাড়াও অবৈধ দখলদারদের বিরুদ্ধে মোবাইল কোর্টের মাধ্যমে তাদের দখল মুক্ত করার হবে বলে তিনি জানান।
