অনেকের মন্তব্য- কোনো কালো টাকার মালিক আইনশৃঙ্খলা বাহিনীর হাত থেকে বাঁচতে টাকাগুলো কেটে বিলে ফেলে গেছে। অবশ্য পরে সেখানে পুলিশ গিয়ে জানতে পারে, সেগুলো বাংলাদেশ ব্যাংকের ফেলে দেয়া বাতিল নোট।
সরেজমিন মঙ্গলবার দুপুরে বগুড়া শহর থেকে প্রায় ১৫ কিলোমিটার দূরে ঘটনাস্থলে গিয়ে দেখা গেছে, শত শত মানুষের ভিড়। বগুড়া-বাগবাড়ি সড়কের পাশের বিলে যাওয়া কাঁচা সড়কে ছড়িয়ে-ছিটিয়ে আছে ১০, ১০০, ৫০০ ও হাজার টাকা নোটের টুকরো অংশ। স্থানীয়দের সহযোগিতায় পুলিশ বিল থেকে গোল ও বিভিন্নভাবে কাটা টাকার টুকরোগুলো বস্তায় তুলছিল।
টুকরোগুলো বাতিল টাকার- এমন তথ্য জানার পর সবার মুখে একই প্রশ্ন, বাতিল টাকা পুড়িয়ে না ফেলে বিলে ফেলা হল কেন? প্রত্যক্ষদর্শী ধুনট উপজেলার বেড়েরবাড়ি গ্রামের মাসুদ নামের এক তরুণ বলেন, সকালে বাগবাড়ি সড়ক দিয়ে যাওয়ার পথে খাউড়ার বিলে টাকার টুকরো উড়তে দেখি। আশপাশের লোকজন টের পেয়ে টাকা দেখতে ছুটে আসেন। হুলুস্থুল পড়ে যায়।
শিশুরা টাকার টুকরো নিয়ে খেলায় মেতে ওঠে। স্থানীয়রা প্রথমে ভেবেছিল- কোনো কালোবাজারি প্রশাসনের হাত থেকে বাঁচতে টাকাগুলো কেটে বিলে ফেলে গেছে। পরে পুলিশ আসার পর বাংলাদেশ ব্যাংকের সঙ্গে যোগাযোগ করে নিশ্চিত হয় যে টাকাগুলো বাতিল করা হয়েছে।
বাংলাদেশ ব্যাংকের বগুড়া কার্যালয়ের ভারপ্রাপ্ত নির্বাহী পরিচালক জগন্নাথ চন্দ্র ঘোষ বলেন, আমাদের কাছে এক হাজার ৮০০ বস্তা বাতিল নোটের টুকরো জমা আছে। এসব নোট নষ্ট করতে পৌরসভাকে চিঠি দেয়া হয়েছে। পৌর কর্তৃপক্ষ ২৪০ বস্তা নিয়ে ডাম্পিং সেন্টারে না ফেলে বিলে ফেলেছে।
বাংলাদেশ ব্যাংকে বাতিল টাকা পুড়িয়ে ফেলার ব্যবস্থা থাকার পরও ডাম্পিং করতে পৌরসভাকে দেয়া হল কেন- এর উত্তরে তিনি বলেন, বাতিল টাকা পুড়িয়ে ফেলা বা ডাম্পিং দুটিই করা যায়। আগে এসব নোট পুড়িয়ে ফেলা হতো।
কিন্তু পরিবেশ অধিদফতর বলেছে, তাতে পরিবেশ দূষণ ঘটে। তাই এখন নোট মেশিনে কুচি কুচি করে কেটে ফেলা হয়। পরে আমরা তা পৌরসভার মাধ্যমে ফেলে দেয়ার ব্যবস্থা করি। তবে কত টাকা বাতিল হয়েছে সে সম্পর্কে তিনি কিছু বলতে রাজি হননি।
অন্যদিকে পরিবেশ অধিদফতরের রাজশাহী বিভাগীয় কার্যালয়ের জুনিয়র কেমিস্ট মাসুদ রানা যুগান্তরকে বলেন, ব্যাংকের বাতিল টাকা আবদ্ধ অবস্থায় পুড়িয়ে ফেলতে হয়। সিটি কর্পোরেশন বা পৌরসভাকে দেয়ার নিয়ম নেই। এভাবে বিলের মধ্যে ফেলে দিলে পরিবেশের ক্ষতি হয় কি না- জানতে চাইলে তিনি বলেন, বিষয়টি আমার জানা নেই। পরে জেনে বলতে পারব।
এ প্রসঙ্গে বগুড়া পৌরসভার নির্বাহী প্রকৌশলী আবু হেনা মোস্তফা কামাল বলেন, বাংলাদেশ ব্যাংকের বগুড়া শাখা কর্তৃপক্ষ বাতিল টাকা ডাম্পিং করতে চিঠি দিয়েছে। এর পরিপ্রেক্ষিতে পৌরসভার কনভারজেন্সি শাখার লোকজন টাকাগুলো ব্যাংক থেকে নিয়ে ডাম্পিং করছে। বিলে ফেলে দেয়ার বিষয়টি আমার জানা নেই।
বগুড়া পৌরসভার ভারপ্রাপ্ত কনভারজেন্সি ইন্সপেক্টর মামুনুর রশিদ বলেন, বাতিল টাকার টুকরোগুলো বাঘোপাড়া ডাম্পিং সেন্টারে ফেলতে বলা হয়েছিল। কিন্তু ট্রাকচালক মাসুমের বাড়ি ওই এলাকায় হওয়ায় সে না বুঝেই ওই বিলে ফেলেছে। ট্রাকচালক মাসুম এক ট্রাকভর্তি ৩৫ বস্তা বিলে ফেলার কথা স্বীকার করেছেন।
শাজাহানপুর থানার ইন্সপেক্টর (তদন্ত) আবুল কালাম আজাদ বলেন, টুকরো টাকাগুলো বাংলাদেশ ব্যাংকের বলে ব্যাংক কর্তৃপক্ষ নিশ্চিত করেছে।
