পশ্চিমবঙ্গের চাঞ্চল্যকর সারদা আর্থিক কেলেঙ্কারি মামলার প্রধান তদন্ত কর্মকর্তা ও কলকাতার সাবেক পুলিশ কমিশনার রাজীব কুমার নিরুদ্দেশ। ভারতের কেন্দ্রীয় তদন্ত সংস্থা সিবিআই তন্ন তন্ন করে খোঁজ করলেও সন্ধান পায়নি তাঁর। রাজীব কুমার এখন পশ্চিমবঙ্গ পুলিশের অতিরিক্ত মহাপরিচালক (সিআইডি)। সিবিআই সারদার ২১ হাজার কোটি রুপির আর্থিক কেলেঙ্কারি মামলায় সাক্ষ্য দেওয়ার জন্য তাঁকে খুঁজছে।
২০১৩ সালে সারদার আর্থিক দুর্নীতির কথা জনসমক্ষে আসার পর এই মামলার তদন্তে নামে পুলিশ। এই মামলার তদন্তের জন্য সেদিন গড়া হয় সিট বা পুলিশের বিশেষ তদন্ত দল। এর প্রধান করা হয় কলকাতার বিধাননগরের তৎকালীন পুলিশ কমিশনার রাজীব কুমারকে। রাজীব কুমার তদন্তে নেমে সারদার কর্ণধার সুদীপ্ত সেন এবং পরিচালক দেবযানীকে সুদূর কাশ্মীরের একটি হোটেল থেকে গ্রেপ্তার করেন। এরপর রাজীব কুমার গ্রেপ্তার করেন সারদার তৎকালীন মিডিয়া সেলের প্রধান সাংবাদিক ও সাংসদ কুণাল ঘোষকে। শুরু করেন তদন্ত। উদ্ধার করেন প্রচুর নথিপত্র। ওই নথির মধ্যে একটি হলো লাল ডায়েরি, যাতে আছে যেসব নেতাকে তিনি টাকা দিয়েছেন তাঁদের নাম । যদিও ২০১৬ সালে এই মামলার দায়িত্ব নেয় সিবিআই।
এদিকে মাঝে সারদা মামলার তদন্ত শ্লথ হয়ে পড়লে সিবিআইও অনেকটা তদন্তকাজ ধীরগতিতে চালায়। কিন্তু এবারের লোকসভা নির্বাচন এসে পড়ায় রাজনৈতিক কারণে সারদা মামলার তদন্ত জোরদার হয়। তদন্তকাজে সহায়তার এবং সাক্ষ্য দেওয়ার জন্য ডাক পড়ে রাজীব কুমারের। কারণ, রাজীব কুমারই প্রধান সাক্ষী, যিনি ছিলেন সিট বা পুলিশের বিশেষ তদন্ত দলের প্রধান এবং প্রধান তদন্তকারী কর্মকর্তা। রাজীব কুমার ছিলেন আবার মুখ্যমন্ত্রী মমতার অত্যন্ত কাছের মানুষ। বিশ্বাসী কর্মকর্তা।

রাজীব কুমারের বাড়িতে সিবিআইয়ের চড়াও হওয়ার ঘটনাকে মেনে নিতে না পেরে মুখ্যমন্ত্রী মমতা ওই দিনই কলকাতার মেট্রো চ্যানেলে অবস্থান ধর্মঘটে বসেন। সেখানে শরিক হন রাজীব কুমার এবং পশ্চিমবঙ্গের পৌরমন্ত্রী ফিরহাদ হাকিম। ফলে কলকাতার পুলিশ কমিশনার রাজীব কুমারকে সিবিআইয়ের জেরা করা নিয়ে উত্তপ্ত হয়ে ওঠে গোটা দেশের রাজনীতি। মূলত পশ্চিমবঙ্গের চাঞ্চল্যকর সারদা ও রোজভ্যালি দুর্নীতি-কাণ্ডের তথ্য জানার জন্য সিবিআই পুলিশ কমিশনার রাজীব কুমারকে জেরা করার উদ্যোগ নিলে রাজীব কুমার এ ব্যাপারে সিবিআইকে কোনো সহযোগিতা না করে এড়িয়ে যেতে থাকেন। এরপরই সিবিআই সিদ্ধান্ত নেয়, তারা রাজীব কুমারের কলকাতার সরকারি বাসভবনে গিয়ে তাঁর জেরা করবেন।
গত ৩ ফেব্রুয়ারি বিকেলে পার্ক সার্কাসের লাউডন স্ট্রিটের বাসভবনের দিকে যেতে চাইলে পুলিশ বাধা দেয়। একপর্যায়ে সিবিআইয়ের কর্মকর্তাদের জোর করে পুলিশ তাদের গাড়িতে তুলে নিয়ে যায় শেকসপিয়ার অ্যাভিনিউ থানায়। সিবিআই কর্মকর্তাদের মূলত জোরজবরদস্তি করে তোলা হয় পুলিশের গাড়িতে। এমনকি সিবিআইয়ের ডিএসপি তথাগত বর্ধনকেও আটক করা হয়। এই ঘটনা শোনার পর মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় ছুটে আসেন পুলিশ কমিশনার রাজীব কুমারের বাসভবনে।
এরপরেই ক্ষুব্ধ মমতা রাতেই কলকাতার কেন্দ্রস্থলের মেট্রো চ্যানেলে অবস্থান ধর্মঘটে বসেন। সঙ্গে থাকেন কলকাতার মেয়র ফিরহাদ হাকিম।
এদিকে ঘটনার দিন রাতেই পুলিশ থানা থেকে আটক করা সিবিআই কর্মকর্তাদের ছেড়ে দেয়। এই ঘটনায় তীব্র ক্ষোভের সৃষ্টি হয় সিবিআইতে। এরই পরিপ্রেক্ষিতে কলকাতা পুলিশের বিরুদ্ধে সিবিআই মামলা করে ভারতের সুপ্রিম কোর্টে। এই মামলার পরিপ্রেক্ষিতে সুপ্রিম কোর্ট জানিয়ে দেন, মামলার স্বার্থে রাজীব কুমারকে সিবিআই জেরা করতে পারবে তবে গ্রেপ্তার করতে পারবে না।
পরবর্তী সময়ে কলকাতা হাইকোর্টে বিষয়টি নিয়ে দায়ের করা মামলায় হাইকোর্টও জানিয়ে দেন, সিবিআই মামলার স্বার্থে জেরা করতে পারবে রাজীব কুমারকে। তবে গ্রেপ্তার করতে পারবে না। হাইকোর্ট থেকে গ্রেপ্তার না করার রক্ষাকবচ পেলেও রাজীব কুমার সিবিআইয়ের নোটিশ পাওয়া সত্ত্বেও হাজির না হয়ে বারবার সময় নিতে থাকেন।
এরপর সিবিআই রাজীব কুমারকে জেরার জন্য এবং তাঁর বিরুদ্ধে যথাযথ ব্যবস্থা নেওয়ার জন্য আবেদন করে কলকাতা হাইকোর্টে । এরই পরিপ্রেক্ষিতে ১৩ সেপ্টেম্বর রাজীব কুমারের ওপর থেকে রক্ষাকবচ তুলে নেন কলকাতা হাইকোর্ট। আর এই রায় পাওয়ার পর গ্রেপ্তারের আতঙ্ক দেখা দেয় রাজীব কুমারের। হাইকোর্ট জানিয়ে দেন, রাজীব কুমারকে গ্রেপ্তার করতে আর সিবিআইয়ের বাধা থাকবে না।
এই ঘটনার পরই নিখোঁজ হয়ে যান রাজীব কুমার। সিবিআইয়ের গ্রেপ্তার এড়ানোর জন্য প্রথমে আগাম জামিনের প্রার্থনা করেন বারাসাতের জেলা দায়রা ও জজ আদালতে। সেই আবেদন খারিজ হয়ে গেলে ফের আগাম জামিনের আবেদন করেন আলীপুরের জেলা ও দায়রা আদালতে। সেখানে গতকাল শনিবার শুনানি শেষে বিচারক সুজয় সেনগুপ্ত রাজীব কুমারের আগাম জামিনের প্রার্থনা খারিজ করে দেন। সিবিআইও রাজীব কুমারকে ধরার জন্য দিল্লি থেকে ১২ সদস্যের একটি বিশেষ টিম পাঠায়। সেই টিমের সদস্যরা এখন রাজীব কুমারকে ধরার জন্য কলকাতার পুলিশের বিভিন্ন দপ্তর, সরকারি বাসভবন, হোটেল, রিসোর্টে খোঁজ করছেন। খোঁজ চলছে রাজীব কুমারের বাড়ি উত্তর প্রদেশেরও সম্ভাব্য স্থানে। কিন্তু এখনো খোঁজ মিলছে না তাঁর।
গতকাল শনিবার পশ্চিমবঙ্গের কংগ্রেসের রাজ্য সভাপতি সোমেন মিত্র বলেছেন, সরকারি দলের নেতারা চাইছেন না রাজীব কুমার ধরা পড়ুক। রাজীব কুমার ধরা পড়লে বেরিয়ে আসবে সরকারি দলের নেতাদের নাম, যাঁরা সারদার অর্থ কেলেঙ্কারির সঙ্গে যুক্ত। সোমেন মিত্র আরও বলেছেন, ‘খুনও হয়ে যেতে পারেন রাজীব কুমার!’
